*_______________________________________________________________________* ** *Techniclean OSD* * *** *________________________________________________________________________________* / Highly efficient, low toxicity oil spill dispersant./ *Approved by UK Authorities as a concentrate oil dispersant.* DESCRIPTION Castrol Techniclean OSD 23 is a pale yellow liquid, water dispersable concentrate of biodegradable surfactants in an oxygenated aliphatic solvent. The product has approval as a concentrate oil dispersant from the Ministry of Agriculture, Fisheries and Food (M.A.F.F.) and the Scottish Office, Agriculture and Fisheries Department. The concentrated surfactants in Castrol Techniclean OSD 23 will promote the emulsification of oil with water and its subsequent dispersion. Agitation after application will result in the formation of a suspension of fine droplets of oil in water. The resultant high surface area of the oil droplets enhances natural bacterial degradation by marine micro organisms compared to the dispersed oil. APPLICATION * *Oil Slicks *Castrol Techniclean OSD 23 is suitable for use with spray equipment designed for the application of concentrated oil dispersant. It should be applied as a 10% dispersion in sea water premixed before spraying. The product can be used in any sea conditions that permit spraying to be undertaken. * *Beach Cleaning *Castrol Techniclean OSD 23 should be used at a concentration of 10% in sea water. The product should be sprayed on oiled surfaces ahead of the advancing tide (less than an hour before high tide) thus allowing sea action to disperse the oil into the sea. It is not advisable to use fresh water for rinsing since this may be detrimental to beach life. Several applications may be necessary to remove well aged oil. *________________________________________________________________________________* Method of Use In order to meet the requirements of the licensing authorities the following 'notes for guidance' are included: * Article 3 the Deposits in the Sea (Exemptions) Order 1985 as read with paragraph 21 of the Schedule to it, provides that a licence is not needed under Part II of the Act to deposit any substance produced for the purpose of treating oil on the surface of the sea provided you meet the following conditions: - The substance is one the use of which is for the time being approved by the licensing authority - The substance is used in accordance with any conditions to which the approval was subject - No deposit is made in an area of the sea of a depth of less than 20 metres or within one mile of any such area, save with the approval of the licensing authority similarly, a licence is not needed (if conditions are satisfied) for the loading of a vessel, aircraft, hovercraft, marine structure or floating container in England and Wales, with products for deposit for the treatment of oil on the surface on the sea, with British Fishery limits (other than waters adjacent to Scotland). * The Ministry of Agriculture, Fisheries and Food has tested this product for toxicity and found it to be satisfactory at the specified application rate. It has also been tested for efficiency and safety in use by the Warren Spring Laboratory of the Department of Trade and Industry and similarly found to be satisfactory. * A person who deposits in the sea a substance not for the time being approved by the licensing authority for the purpose of treating oil on the surface of the sea or not within the terms of this approval may be in breach of the terms of the Food and Environment Protection Act, 1985. * A person who intends to use any substance for the purpose of treating oil on the surface of the sea should also consult the Nature Conservancy Council before beginning operations.
